In another bowl, combine the two cups of dry milk powder with 1/4 cup of cocoa powder, mixing the dry ingredients together.

Gradually incorporate the sweetened milk into the dry ingredients, mixing continuously until you reach a dough consistency where it starts to pull away from the sides.
